A row has broken out in the House of Lords over proposed changes to compulsory purchase orders (CPOs).
Debate on the Government’s Levelling Up and Regeneration Bill this week focused on changes that could mean CPOs are made for below market price in some circumstances.
Crossbench peer Lord Carrington raised concerns about the removal of ‘hope value’ – which takes into account potential rather than existing uses of the land – where there is a public interest, such as to build affordable housing.
Former Conservative minister, the Earl of Caithness, was scathing of the prospect of ‘depriving a landowner or somebody of the rightful value of their property’.
