Baroness Warsi, the former chairwoman of the Conservative Party, has proposed introducing penalty points on driving licences for individuals caught fly-tipping.

She said it was important to ‘educate a new generation of the damage that littering and fly tipping does to the environment, to wildlife, to plants’.

A recent survey by Keep Britain Tidy found that more than 90% of surveyed sites in England were found to contain rubbish.

A fifth of local authorities issued no fines for littering in 2021-22.

Baroness Warsi said: ‘Part of the problem is not enough local authorities are prosecuting. People think that this is a crime where they're not going to be caught.’
