Poor behaviour among councillors and officers is getting worse, according to a survey by senior officers' organisation Solace.
It comes weeks before the closure of a government consultation on measures to strengthen the standards regime in England, including by granting the power to suspend councillors or mayors for ‘serious' breaches for a maximum of six months.
