New strategic authorities should 'embrace' disagreement

Areas moving towards devolution deals have been advised to ‘embrace' inevitable disagreement between councils and new strategic authorities.

Tom Stannard, chief executive of Manchester City Council – a constituent council within the Greater Manchester Combined Authority - said: ‘You need to create the space for politicians to disagree behind closed doors.
