Harlow Council has secured an injunction banning a mother and daughter from every local authority property in the Essex town without written permission.
Chelmsford County Court heard from neighbours how Tracey Ayers and her daughter Kayleigh Blunnie had reduced their street to such a state of fear one resident likened it to New York's notorious Bronx district.
The pair would befriend vulnerable people or break into flats, which they would turn into drinking dens. A witness statement submitted to the council claimed the mother and daughter beat each other up in the street on mother's day.
The couple were given 24 hours to leave their last known address and they are subject to arrest for any breach of the emergency ruling.
Cllr Clive Souter said the 'ruling shows the council will use all the tools available to us in preventing anti-social behaviour.'
