Local government minister Jim McMahon has said it is down to the Government to make devolution ‘attractive enough' for councils.
With Norfolk having paused progress on the devolution deal agreed with the last Conservative government and several other areas with plans yet to be implemented, McMahon indicated areas could still benefit from improved offers.
