Councils need to put ‘rules and tools ‘ in place if they are expecting a political change ‘or a lot more challenge', the Future Forum has heard.

Director of law and governance and monitoring officer for Oxfordshire CC Anita Bradley was pressed to say how statutory officers could ensure ‘proper up to date constitutional arrangements were in place given witch hunt missions from a certain party'.
