Baby P report to blame lack of communication and red tape for failures
Lord Laming's review of child protection measures, ordered following the death of baby P, is to be released today and is reported to point the finger at a lack of communication between different agencies, too much bureaucracy and a failure to implement the recommendations of his last report.
Laming's last major review, following the death of Victoria Climbie, suggested a raft of changes to be implemented across childrens services.
Haringey, the authority involved in both the Baby P and Victoria Climbie has already admitted it failed to implement two of the recommendations.
The Daily Telegraph reports that council child protection teams will also face surprise unannounced inspections from Ofsted.
While the BBC says the latest report is 'likely to conclude that child protection in some areas of England is unacceptably poor, exposing some children to unnecessary risk and abuse.'
The full report is to be released for publication around midday today.
