Westminster City Council is to cut 520 posts, around 14% of its 3,720-strong workforce, as it tries to plug a major budget shortfall.
Staff were told at a meeting at City Hall on Tuesday that the biggest share of redundancies would fall on management, including senior roles.
Cabinet Member for Value for Money and Finance, Cllr Paul Fisher, said the decision was difficult but necessary to make the council leaner and more commercial.
The job cuts are expected to save £29m over the next year, with a further £16m coming from changes to building leases and contracts.
The council faces a predicted £160m funding gap by 2029, which it blames on the Government's Fairer Funding programme.
Affected staff are due to leave between April and December 2027.
