Local authority chiefs need to make thee case for more resources externally rather than within their own councils, a sector expert has said.

Speaking at the opening of The MJ's Future Forum Midlands in Warwickshire today, former chief executive of the Chartered Institute of Public Finance and Accountancy Rob Whiteman said: ‘My advice to you all is to be bilingual'.
