Pedestrianising high streets can make them more attractive, safe and welcoming, but only as part of a wider town centre strategy, the Government has told MPs.
In evidence to the Housing, Communities and Local Government Committee, which is investigating the action needed to revitalise England's high streets, the Ministry of Housing, Communities and Local Government (MHCLG) said public realm improvements are generally beneficial. Creating spacious, walkable locations can increase footfall and support retail and services, it said.
However, the department warned the process must be carefully considered. Removing traffic risks undermining the ‘movement economy’ of high streets and making them less accessible.
MHCLG said local leaders pursuing pedestrianisation should be aware of these risks and work to mitigate them within a broader spatial strategy, rather than treating schemes in isolation.
