Havant Borough Council (HBC) is introducing enhanced staff training and governance after officers identified a gap in its temporary accommodation procurement processes.
A review, launched in December 2025 when the council brought its procurement function back in-house, found that between 2019/2020 and 2026/2027 temporary accommodation was provided without appropriate procurement or contractual frameworks. No dishonesty or misconduct was identified.
The council sought independent legal advice and has developed a remedial action plan to ensure future provision is fully compliant.
Council leader Cllr Gillian Harris MBE said the authority believed it had done its best to meet the needs of vulnerable, homeless residents within a challenging budget, but acknowledged it could not evidence this had been done properly, and that significant improvement was needed.
Cabinet accepted the review and remedial action plan on 23 September.
