The Local Government and Social Care Ombudsman has criticised Transport for London (TfL) over changes made to its vehicle scrappage schemes linked to the expansion of the Ultra Low Emission Zone (ULEZ).
The Ombudsman found that TfL amended the terms of its van and minibus scheme – excluding vehicles with unpaid penalty notices – without adequately informing applicants.
It also altered eligibility rules for the cars and motorcycles scheme to bar vehicles formerly used as licensed taxis in the year before the scheme began, again without prior notice.
In a statement, Ombudsman Mrs Amerdeep Clarke said: ‘We recognise why Transport for London decided to update its vehicle scrappage schemes. But failing to clearly communicate these changes to potential applicants does not reflect the core principles of fair, transparent and honest public service.’
A TfL spokesperson said they welcomed the Ombudsman’s recommendations to improve the ‘communication and process of any rule revisions to any potential similar scheme.’
