Councils lack the skills to bring down care placement costs, the children’s commissioner for England has said.
Dame Rachel de Souza suggested support should be provided from the Government to help directors of children’s services negotiate the market for placements for children in care.
She told an inquiry by the House of Lords' Public Services Committee: ‘This is one place the Government could really help.
‘I worry whether there are enough skills in financial strategic planning and deal-making.
'There’s a lot of money going into children’s social care and yet the cost seems to be immensely high.
