Burnham promises to empower councils as Rayner returns to replace Reed image

Andy Burnham has promised to give councils greater powers to tackle problems such as rough sleeping and social care while moving decision-making away from Whitehall.

Reappointing Angela Rayner as housing and local government secretary, Burnham pledged the largest council housebuilding programme since the post-war era, with local authorities expected to receive a larger share of the Government's £39bn social and affordable homes programme.
