‘Vulnerable young people are being failed’ by the children’s social care system, a former education secretary has warned.

Baroness Morris of Yardley, who is now chair of the House of Lords’ Public Services Committee, said it was ‘untenable’ that there were shortages of every kind of care and children were being placed in settings that did not work for them

A report by the committee today found children were being forced into ‘unsuitable’ care due to a lack of Government urgency.

The report also said there was not enough in the Government’s strategy to reform children’s social care on recruiting additional staff and called for ‘more ambitious targets’.

It concluded the strategy had ‘all the right ideas’ but lacked the scale, funding and pace to have any immediate benefit.

The committee chair's warning coincides with another warning by the Children's Commissioners that hundreds of children in care are missing school and not receiving any kind of education.
