Combined authorities represent the greatest hope for devolution in England, according to a new report based on interviews with 95 former ministers and Whitehall mandarins.

Former Prime Ministers Sir John Major and Sir Tony Blair are among those to argue in the report from Harvard University and King’s College London that there needs to be a cross-party consensus stretching over many years to avoid policy instability.

Interviewees stressed that centralisation, policy instability and lack of local government capacity have all led to a failure to level up England’s regions.
