Council youth workers have been offered a two-year pay increase.
The deal would see 13,000 youth workers get a 1% pay rise in September 2016 and a further 1% rise the following year.
The small number of employees on the lowest salaries would receive a higher increase to take account of the new National Living Wage.
Cllr Roy Perry, chair of the Employers' Side of the JNC, said: 'Despite the challenges now facing local authorities, there is a broad consensus among councils that there should be a pay offer to youth workers this year.
'This offer balances our commitment to increase the pay of our hardworking employees with the responsibility we have to address the ongoing financial pressures we face.
'We believe that this is a fair deal for youth workers, given the limits of what we can afford, and a fair deal for the taxpayers and residents who use and pay for the vital services which local government provides.'
The offer has been made to trade unions, who have previously warned youth and community workers have seen their wages fall by 17% in real terms over the past six years.
