Councillors' allowances are blighted by regional disparities, are failing to keep pace with inflation and do not cover the demands of the role, according to academics.

A report by the University of Birmingham's Institute for Local Government Studies (INLOGOV) has warned that elected members' remuneration system is currently a barrier for potential councillors and needs reform.
