Local government pension funds managing £400bn have backed a new white paper that sets out how the Local Government Pension Scheme (LGPS) can scale up local investing to support the UK’s growth agenda.

Published by impact advisory firm The Good Economy, Scaling-Up Local Investing for Place-Based Impact provides a strategic framework to channel pension capital into areas such as affordable housing, infrastructure, clean energy, and growth businesses—while maintaining strong fiduciary standards.

Developed with support from seven LGPS pools, representing nearly all administering authorities in England and Wales, the report responds to government reforms aimed at boosting domestic investment and supporting local priorities through new Local Growth Plans.

The paper calls for tailored strategies, greater collaboration across councils and investors, and a common impact reporting standard.
