Up to 300 jobs are at risk at Blackburn with Darwen Council, as it warns a quarter of council services will be hit by funding cuts over the next three years.
The council needs to save £31m by 2018 in addition to the £70m savings made since 2010.
Leader of the council, Cllr Kate Hollern, said: 'It’s impossible to fully protect even the services we know are so needed.
'We are doing everything we can to minimise the damage by planning ahead and looking at every penny spent in every part of the council to decide if it’s what citizens want and expect from us.'
The number of job roles at the council have already reduced by 1,100 since 2010, with senior management positions cut from 24 to 12.
Under the latest reductions - which will also explore new ways of delivering services - the council said 300 roles could potentially be lost by 2018.
