Liverpool City Council has set out a four-year plan to significantly improve the quality of services in the face of ‘complex’ issues.

The authority said it had made progress in areas such as governance, scrutiny and decision-making since the publication of its best value report in 2021.

Council leader Liam Robinson said the plan addressed ‘the complex, long-term issues’ facing Liverpool.

He said: ‘The quality of council services requires significant improvement, to ensure we deliver best value for every pound of public money.

‘We are working closely with government commissioners on our improvement plan to ensure a full return of all powers and functions to locally-elected leaders.’

Liverpool’s Council Plan 2023-2027 focuses on six themes: business and the economy, employment and education, communities, health, public transport and sustainability, and a well-run council.

The plan will be considered by Liverpool's cabinet on 19 September before going to a council meeting the following day for final approval.
